Handrange for a 60 / 23 / 0.89 player at preflop all-in?

today the following situation came up:

PokerStars No-Limit Hold'em, $0.25 BB (5 handed) by Hand Converter CG

saw flop|saw showdown

SB ($52.60)
BB ($30.45)
UTG ($40)
MP ($41.80)
Hero ($27.80)

Preflop: Hero is Button with A[img]/images/graemlins/club.gif[/img], A[img]/images/graemlins/heart.gif[/img].
UTG folds, MP raises to $0.75, Hero raises to $2.25, SB raises to $10, BB folds, MP folds, Hero raises to $27.8, SB calls $17.80.

Flop: ($56.60) 2[img]/images/graemlins/diamond.gif[/img], 5[img]/images/graemlins/diamond.gif[/img], 6[img]/images/graemlins/diamond.gif[/img] (2 players)

Turn: ($56.60) 2[img]/images/graemlins/spade.gif[/img] (2 players)

River: ($56.60) 4[img]/images/graemlins/diamond.gif[/img] (2 players)

Final Pot: $56.60
Main Pot: $56.60, between SB and Hero. > Pot won by Hero ($56.60).

Results in white below: 
SB has Kh Kc (two pair, kings and twos).
Hero has Ac Ah (two pair, aces and twos).
Outcome: Hero wins $56.60. 

call/fold/raise was not the question [img]/images/graemlins/laugh.gif[/img]
but i would like to know what handrange you would give such a player when he goes preflop all-in with the stats 60/23/0.89

JJ+?
AQo/s,AKo/s?
his aggression factor is not so high (just 0.89 in total and preflop AF of only 0.53), so maybe just KK/AA, AKs?
i have no clue how to combine the high VPIP and the low aggression factor. is VPIP for such a situation of any big meaning?

(sry if its the wrong forum, i did not know where to post exactly)

i should add:

its in general about the relation high VPIP and low AF. which one is more important when it comes to an all-in in unsure situations (like drawheavy board or preflop AI)

reread my second post, too bad that i can not find the "edit" function^^:
he has 23 PFR and only 0,53 preflop AF. how does that fit together?

or to make it more general: high PFR and low preflop AF, how can that happen?

Raising increases aggression factors. Calling lowers them. He limps a lot in relation to how often he raises is your answer.

my experience has always been that when a player with very low AF makes a big, aggressive play at the pot, they almost always have a huge hand, regardless of other factors (in this case, preflop stats).
