Default Multiple account on same site

A few months from now I'd like to get rakeback on FT, but I've already got an active account there and to get rakeback, you have to start a new account. I've heard that it's illegal to have multiple accounts on the same site, but then again there are well known high stakes players like David Benyamine who have multiple accounts on FT, so I'm a bit confused here as to what is allowed and what not. I know that it's cheating to have more than 1 account enter the same tournament, but that's not an issue for me as I'll be playing just one account and transfer all my money from the one account to the other.

Any help would be appreciated.
