EPassporte Debit Card ATM withdraws

Since I withdraw on a currency other than US dollar I'm being charged some additional fees by visa. My calculations is showing I'm losing 3% of everything I take out, is there any way I can decrease this?(Maybe buy things at POS directly instead of taking the cash)
