Default $200nl TT 3bet

UTG is 24/16/1.86 over 170 hands, nothing out of the ordinary and nothing wild at the table from him or me.
SB is fairly new to the table, 25/16/5 over just 35 hands.

I would fold on turn. SB's preflop range must be very tight if he is competent. The worst hand I have seen people cold call 3bets in this spot is 99, which hit a set on turn. As played, I would fold river, you are only beating a bluff and the villain is not making this play with 88.

Yeah, once your resteal fails in a big way, it's just a crappy spot (although 99 didn't "fill up", it hit a set). Weak as it may seem, I just let it go on the turn.

I figured there was little value in any flop bet with two opponents, one is likely to have a pocket at least. How would a 472 rainbow flop change things?

Still a crappy spot really, probably check flop again, then call on a brickish turn, then fold to a river bet.
