Exporting FTP notes to PT & vica versa?

I'm kind of confused by the FTP player notes. Notes are very easy to find, since they're located in screenname.dat file at FTP installation directory. Notes are also plain text, but the problem is that you don't know to whom which note belongs to. Beginning of the .dat file is some encrypted(?) gibberish, and notes are listed after that with no screen names attached.

Does anyone know what's the format of this file and is it possible to get the screen names somehow?

It sure would be helpful if we could handle FT notes with PT like Stars.
