Party & Empire Bonuses

So I cleared my Empire bonus today and the next time I log onto Party, I get an offer for their bonus...coincidence or were they holding back the offer because they know who has multiple accounts...and is it still against the rules to have an account at Party and an account at Empire?

Not a coincidence. I just cleared my Empire bonus and then my Party bonus showed up for the first time.
