Seeking graphics designers / html/css layout people

I do quite a few web projects on the side, and am pretty competent with search marketing (seo/ppc), backend development(php/mysql), etc.

However, I've come to realize that coming up with good designs and layouts is around 80% of my roadblocks in building sites.

If anyone is interested in working with me, or knows a good resource who works for cheap, I would greatly appreciate a suggestion.

Only requirement is that designs are rock solid CSS and W3C compliant. Table layouts are an absolute no-no.
