Default 16s Bubble Question

I know this would be a standard icm shove into the BB but does the presence of the short stack affect the situation enough to turn this into a fold or SB complete? Just how much of an impact does a shorty that could soon be busto have on your pushing range in this type of situation?
What kind of range would you be shoving assuming a typical calling range for BB??
