Not closing the action, not happy that there's a low on the board, there's a flush possible, this just all looks bad. I'm inclined to let it go.

You should bet the flop.

On the turn I would think that they have low draws + other draws and that your set is probably ahead. I would raise.

The turn would be much easier if you had bet the flop.
