There was no reads or stats on him. I have no thoughts about what hand he wants to represent by this way of play, so I checked turn behind. What is your line here vs unknown?

Bet this turn all day. His donking range includes lower pocket pairs, any 8x maybe some 6x. You lost a lot of value here.

The flop raise is too small. He is being asked to call $3 into an $11.50 pot.
With a bigger flop raise you could then have checked the turn for pot control |

Raise to like 6.50-7.50 on the flop, push the turn. I guess as played call river since this bet is more than likely a hand you beat but against an unknown you cant be sure he will call a push with worse. Calling cant be horrible but I would have never gotten here this way.
