Small PP in EP/MP

What is the best general strategy for playing small PP at 6 max?

Is it limping to enduce others into the pot, or is it aggressive since you have a made hand?

I believe some one told me that they had gotten it from Cardrunners that limping was the more preferred strategy.

Thoughts?
