Default Probability of picking 1,2,3,4

Tuesday morning I had my firearms qualification with the Police Academy. There are 4 groups and each number was placed in a hat. Before each group went, their number was picked to see who was next. For example, pick a number and get #1. Group 1 qualifies and then we draw again. Group 2 gets picked...and so on.

It turned out that the order was 1,2,3,4. Another guy and I were trying to figure out the probability of that happening and at first we thought it was 6.25%, but then I actually wrote it down:

I came up with that there are 24 combinations of an order with 1,2,3,4.

That order comes up 1 time out of 24, which comes out to 4.17%

Is this correct?
