Default Limit convert - unsure how to play this hand

Reads:BB is 93/11/.8 over 60 hands, Check calls with any piece and bets with TP or better. Has recently had several suckouts to win with 84o etc hitting 2pr on river. Has built up a big stack by tilting half the table with the suckouts.

Party Poker No-Limit Hold'em, $ BB (9 handed) converter

CO ($182.29)
Button ($47.90)
<font color="#C00000">Hero ($68.58)</font>
<font color="#C00000">BB ($188.17)</font>
UTG ($48.50)
UTG+1 ($42.94)
MP1 ($29.50)
MP2 ($59.05)
MP3 ($13.20)

Preflop: Hero is SB with A[img]/images/graemlins/diamond.gif[/img], 3[img]/images/graemlins/diamond.gif[/img]. Hero posts a blind of $0.25.
<font color="#CC3333">UTG raises to $1</font>, <font color="#666666">5 folds</font>, Button calls $1, Hero (poster) calls $0.75, BB calls $0.50.

Flop: ($4) A[img]/images/graemlins/heart.gif[/img], 8[img]/images/graemlins/spade.gif[/img], 3[img]/images/graemlins/heart.gif[/img] <font color="#0000FF">(4 players)</font>
Hero checks, <font color="#CC3333">BB bets $3</font>, UTG folds, Button folds, <font color="#CC3333">Hero raises to $9</font>, BB calls $6.

Plan was to CR UTG, still ok to CR or just call?

Turn: ($22) T[img]/images/graemlins/diamond.gif[/img] <font color="#0000FF">(2 players)</font>
<font color="#CC3333">Hero bets $15</font>, BB calls $15.

I'm pretty sure he has an Ace and if the board pairs I'm prob screwed - Should I have bet more/less/push ?

Regardless, whats my plan for the river? Keep pushing or slow down?

Lead the flop, hope that someone has a big Ace and will play back at you. As played, bet closer to pot on the turn.

Anytime I hit a random two pair hand with an Ace on the flop and I'm out of position, I'm usually leading for pot or a small amount more than that, maybe $5... looking to get played back at.

You flop two pair in a hand with a player who you say likes to call with any piece of the board. You check. This doesn't make sense. Do you see why?
Pot the flop and turn, value bet blank river. There are so many hands paying off here.

EDIT : Fold preflop.

lead flop, C/R a flop is generally not a good idea, and this is a LOVELY board to lead and hopefully get played back at by a big ace.

Bet closer to pot on the turn, so that he has worse odds to draw to the flush
