Default Raising small-med PP in SB with limper

Had an argument with a friend about this, just felt like posting. Sorry if this is annoying, stupid, feel free to lock.

A) Hero is in SB with 22-99
Folds, CO/BTN(one or other) limps, Hero raise or complete?
BB and CO/BTN have tightish to tight stats, but unknowns.

B) Hero is in SB with 22-99
Folds, CO/BTN (one or other) limps, Hero raises or complete?
BB and CO/BTN have loose stats, but are unknowns aswell.

ADDED
C) when called by only 1 player, are we cbetting almost any flop?

Are A and B the same regardless of stats? Also this is for unknowns (if you know how they play it makes decision much easier obv)

A is def 100% a raise

B is closer, but still a raise

This is all assuming 100BB stacks of course

I'm raising anything half playable in both those spots. In spot A I'm raising more than anything half playable. This is without any real history though. Particularly, I haven't been doing this to them too often. Although with the pocket pairs, I'm always raising regardless of history.
