I've come to the conclusion here that he has K3 when you bet & KJ when you check.

there are two lines on the turn.

bet/call, call river

check turn, call river.

what ever you think will make themost money, do that.

IF this guy is calling the flop just to c/r the turn with whatever he has, then bet/call the turn.

If you aren't sure, I'd check against someone I don't trust.

most villians dont bet the river with their missed draw so I would think there is more value in betting the turn as you are charging the draws to draw and you can check behind on the river

Turn value check play can be good against aggressive players. This guy is rather passive.

Not necessarily true.

A general thing to consider OP:

If you have a hand where you dont think you can value bet both turn and river you should consider checking. However if he wont bet a busted draw on the river for you a value check has less EV than a turn bet.

If you think you have a value bet on both streets you should rarely check.

Against a bad player who isnt completely passive like this guy - I would check the turn and call a bet expecting him to bluff quite a lot. But thats because I wouldnt bet both turn and river here.
