Default 3betting UTG and UTG+1 open-raises

I think that at 6-max 100NL and 200NL people tend to give too much credit to UTG raises.

SO my question is this: assuming villain is standard TAG 25/18 with a 35% attempt to steal, is there a simple way to calculate his UTG and UTG+1 PFR%?

PS: has anyone had much success 3betting UTG raises light? I think my 3betting range to a UTG open-raise is usually only like AA-KK in position, and JJ+ OOP.

I don't think steal % has anything to do with PFR from utg and utg+1. They could open very tight, but a better indicator would be the VPIP and PFR total.
