Villain is 24/2/0.8 after 20 hands, but not a calling-station

Id raise more preflop, and bet the turn. Also I would post this in microstakes.

River is check/call.

I think such a passive villain would only raise the river with the nuts or near nuts.

I think PF is fine.

Definitely bet turn. You should be betting the pot on flop and turn to charge the draws.

As played call river. I think your turn check could induce a bluff or bet from top pair. This might change depending on his reaction to turn bet.

Betting the turn is pretty criminal. River is okay though I wouldn't expect to be good too often against this kind of player.
