Default $25nl Min Raised on the flop and I\'m holding an overpair

Villains stats over 79 hands are Vpip 60, PFR 2.53 (don't know his af). The min raise on the flop was a concern and I was putting him on TPTK or possibly a set (see so many people min raise with sets). My question is how to play the river? Should I Value bet here, or check and give him a chance to bet/ bluff at it? Not sure whether his turn check is a sign of that he's given up on the hand or if he's just getting tricky.

As played I'd bet to get value out of TT, JJ, 99. A busted flush draw won't call here. Your biggest worry is that he min-raised you with TP or an OESFD and now you're beat.
Fold to a raise.

I think I would have made it 9 on the flop after the min-raise though. A set might be a concern but there are a lot of draws out there and it seems to me a re-raise is best.
