If stacks were normal I'd be tempted to raise to $17. That said as shallow as we are, I just see villain pushing his stack in here a lot lighter

I flat-call pretty fast, then play for showdown in position. This could easily be a blocking bet or air, but like you said, raising just runs right into a strong draw 3-bet, and of course sometimes you are crushed.

i dont really like this one, but in general if you get confused, folding in a small pot is probably best

Wait, you are saying if you called flop? Read-dependent at that point, fold is fine.

SB probably sucks pretty bad, I'd peel one more and call river if offered reaaally good odds.
