How do you create a private tournament on Stars?

You have to email them for your 1st one, and you have to have 2000 lifetime FPPs.

They'll flip the switch for you, and then you'll have access in the lobby.

Will they let you set up one through a different method. The limitations of the current automated system kind of suck.
