Default 50 NLH: Preflop > 3 bet or call w/ pocket 99 OOP

Newbie here. Nothing too unusual about the table. One villain has a short stack, the other is deep stacked. Thoughts on my bet from the BB?

Table (6 max) - $0.25/$0.50 - No Limit Hold'em
Seat 2: VILLAIN 1 ($21.70)
Seat 3: VILLAIN 2 ($76.90)
Seat 4: PLAYER 1 ($79.85)
Seat 5: PLAYER 2 ($57.75)
Seat 6: HERO ($171.85)
PLAYER 2 posts the small blind of $0.25
HERO posts the big blind of $0.50
The button is in seat #4

Dealt to HERO [9h 9s]
VILLAIN 1 raises to $1
VILLAIN 2 calls $1
PLAYER 1 folds
PLAYER 2 folds
HERO raises to $4.25

Use a converter (I think this one will work).

FWIW I think this is OK, you've got a decent chance of taking this down PF.
Sometimes I'd call, depends on the table dynamics. I play 10 or 25NL so I don't know how much that changes things.

I feel like that is a weak initial raise and call. I think you're making the right move.

Good move IMO. Easy to take it down right there. And depending on the flop, a cbet will do the trick most of the times.
