Default Pocket Tens - too passive?

CO has played two of the three pots I have been at the table - no real reads.

Full Tilt .10 - .25 NL

CO $29.50
Hero $24.65
BB $22.75

Hero has TdTh

CO open-raises to $1.00, Hero calls, BB calls.

Flop is: 8d 8c 8s

BB checks, CO checks, Hero bets $3.00, BB folds, CO thinks taking his time down to about 2 seconds, and then raises to $9.75, Hero???

I am pretty sure reraising preflop would have helped a great deal - it would help define villains hand here, right? As played, is this a clear fold, or insta-shove? I really struggled with this.

I 3 bet pre-flop and as played i ship his flop raise..

Agree with Teddie, 3-bet it, then call shove on flop.
