Default 2/4 River bluff

Villain is 20/17...hasnt done anything out of line yet. We have been 3 betting each other a little bit on several diff tables, but never been to showdown.

If you call the flop you have to bet the turn, IMO.

River raise seems very bad against a decent player.

meh, not sure if you'd ever check back KK/QQ on the turn, checking back KK doesn't see that bad. Since all the big hearts are out it's almost impossible for SB to have a fd. the only problem I see with this hand is SB might have been going for a turn cr with a big hand.
