Default Bering Sea Jurisdiction

What country has jurisdiction over the Bering Sea? Is it considered international waters?

I'm asking this because of the show the Deadliest Catch. It seems like the U.S. government decides both the limits in terms of fishing time and crab volume in that show. But then again, they are all U.S.based boats.

The Bering Sea ecosystem includes resources within the jurisdiction of the United States and Russia, as well as international waters in the ‘Donut Hole’.
