if he is shoving QQ+, AK+ it's basically a breakeven call. is he nitty enough not to gamble AK or shove QQ? is he pissed off enough at you or kinda stupid to push wider than QQ+, AK+?

lots of players will flatcall with big hands here since reraising an UTG raiser from UTG+1 might give away the strength of their hand. pretty easy fold and i would almost always flatcall preflop too, unless UTG raiser was unusually aggressive.

Is there a weird history here? Strange line...I'd like to know more about the table image or history of the UTG raiser...This should hit the muck real quick w/out a real good reason

Generally not a good idea to 3bet utg raisers with 99. Not to mention, 99 plays well in position.

you gotta call, you only need to win 36% of the time. If he's ever got some random [censored] then you gotta call. Sometimes people have this weird mentality with small pp's or AK, where they think they either wanna see a cheap flop and try and hit a set or TPTK, or they wanna get it all in and run it out. The possibility of these types of hands makes it a call (especially the possibility of small pp's)
