How small is it?

The typical range for betting fullpot like this is way polarized, so calling is imo better unless hes a total tard.

I really don't understand a raise here.

It may well be possible that he's loose but as you say, you have little history with him. A seven will fold to a raise almost always, as will a PP - the ace seems like a good card for you and it just looks like you're squeezing him for value. A small ace will be unhappy calling a raise. A nine will shove. As you have little history with him, there's no reason to think that he might think you're trying to rep an ace to push him off a pair.

As Mertzo puts it, his range here is polarized, i.e. a bluff or a 9
