Default Player Takes Money Off The Table

I'm playing a 1/2 NL $100 max game and it's a new table. Most of the players at this table have no clue what is going on. String bets, acting out of turn, and I had to explain to the whole table what my $4 straddle meant, and that's not an exaggeration.

One kid was a total luckbox over the first 10 hands. He won a quick ~ $300 and I'm just itching to double up through him. We have a dealer change, my food order comes and I sort of lose track to the action happening. About 5 hands later, a woman sitting a couple seats away from me says to me "What happened to all his money?"

I look over and see that this kid now has like $50 on the table. Now, granted I was sort of half assed paying attention to the action at hand, but I would have noticed if this kid lost a few big pots. So the lady then asks the dealer, the kid hears and mentioned he took the money off the table.

The dealers reply was that we should have said something when it first happened and since she was new, she didn't know how much he had on the table to start so they couldn't force him to put it back on the table.

Is this standard?

I would politely inform the kid that in some games (those unregulated by the state, for example) this could get you shot or stabbed and he should replace that money immediately.

If he refused, I'd call the floor and ask them to pick him up.

You are not allowed to take money off the table. Occasionally players will mention that they would like to put aside a few chips (5 or 6) for drink service. That is generally accepted, but taking money off the table is bad.

I know you're not allowed to take money off the table. I thought the dealers response was pretty crappy though.

The woman who first made mention of it pressed the kid and his reponse was he'd just leave so she left it alone.

QFT. Don't huff and puff about it, but politely ask the floor manager to explain the rule and the reasons that it is in place to a table of apparently unexperienced players.
