Villain seems pretty loose passive.

It seems he has to've either started with a pair of 4's here, or the ace helped him on 4th (unless he's even looser than I thought), which means I'm almost always dominated on 5th, right? Do I have to call this down? I think maybe I should've folded 5th street.

If he's passive it's pretty hard to be ahead here, yeah. There are players I would call down against though.

Depending on the player, it is certainly plausible that he had a pocket pair and bet because he thinks that at best you have bare kings and he improved to 2 pair. Against a mostly unknown player who you think is loose, I could see calling down.
