I find most people who repeatedly ask questions in class very annoying. Many either enjoy hearing their own voices or are generally slow. Either way, they slow down the progress of the class. Of course, this doesn't apply to most discussion-oriented classes.

Depends on the teacher. Some classes it is proper to do it one way, and in others it is proper to do it a different way.

If it's a lecture (like say ~50 or more people), don't be that guy who sits up front and asks questions during class just to show how smart he is. That's my only advice.
