I see this line a lot with K/rag if the rag hits the flop.

I'd bet a bit more on the turn. River is an easy call against this guy.

I probably block/value bet river for about $3

If villain is the type who will bet when checked to, you could c/r him on the turn since he's short stacked.

call river. but it seems a bet is better because what ever he has been calling with doesn't likely have a K and he will probebly call the river even when the K hits.
