Default Lederers Pre-Flop charts: Has a limper opened?

I read in Howard Lederers Pre-Flop charts that you should fold AQs if someone has opened before you. In small stakes No Limit a lot of people limp. Has an early limper opened or should all limpers just be ignored and then when you open you bet 4 BB + 1 BB per limper?

By "opening", I'm sure Howard means "raising". If there is no raise to you, 3-4xBB +1xBB per limper is generally the play I would make.
