From an unknown with position, I will reraise PF. 11ish. then 20 on this flop if checked too...

Definitely reraise preflop.

What about UTG+1? If UTG+1 folds, I'd reraise to about 21. With UTG's short stack, if he reraises or goes all in on turn, I'm calling, but not too happy about it.

Your call is fine pre flop. 3betting with JJ should not be a standard play against an unknown despite what people may tell you. Once you know he will open raise with a wide variety of hands from EP then you can start mixing in some raises but you don't want to get blown off the pot before you see a flop.

What did UTG+1 do, fold? If so I would follow behind and fold as well. An UTG raise and then a bet into two callers is strong.
