i believe he is

take his raise, 1275 and take that away from your shove of 4090 = 2815

take the final pot, 8705, and minus 2815 = 5890

he has to call 2815 into a pot of 5890.

5890/2815 = 2.1-1 on his call

yes hes pot committed

but his pot raise was not so good. if he had done a standard 3x, he would NOT have been pot committed and wouldnt have been forced to call, but i dont feel like doin the math to confirm
