Default Heads up Modified Limit, home game

So Im watching the new high stakes with a friend last night and we decide to play our modified version of limit holdem. Bascially you can bet 2-12, anytime, and proper raising rules apply.

Give you a little background on him, he is a tight, agressive player. Pretty solid, and makes some questionable bluffs every now and then, but most of the time is inline.

We have 1 2$ blind, and thats the person off of the button.

I have TT, and make it 6 to go preflop, he calls.

flop: J94, 2 diamonds, 1 club.

He checks, I bet 7, he calls.

Turn: 6h

He Checks, I bet 10, he calls.

River: 2c

I check, he Bets 10, I raise to 20, he raises to 30.

My explanation here is would he always wait this long to raise top pair on the river? This is why I check raised as I didnt think he had top pair.
