Default blind steal but not really

A few posts over the last week and my experiences at the table have made me think of this.

Let's say we have a pretty aggro re-stealer on our left (and we have an aggro image at the tables). 22-88 is dealt to us on the button and it's folded to us (or there's 1 limper). I have been raising 100% of the time but feel pretty stuck with pot-sized RRs. I think maybe 20% of the time I just call (usaully the upper end of that range), but I'm usually folding 22-44 as I would just be playin those for set value and don't have odds for that. Is this just how it goes? How wide should my 4-b range be against such an opponent? would it *ever* be right to limp-call (i.e. what % of hte time does villian need to be 3Bin for a limp-call to be right ... if ever).
