Default COD?

How does a Cash On Delivery work when sending a parcel through USPS? From what I can gather, if I send an item... it will be delivered, but payment is required from the person receiving the package before the delivery takes place? Reason being is I'm buying a new computer from a guy who wants me to pick it up locally or send a money order. Problem is I live 7 hours away so I don't really want to pick it up. And money orders seem to have no security for me. I then read about CODs and was planning to present this to the seller if it's what I think it is.

it's Cash on [/i]Delivery[/i], not "we'll come by and see if you have the cash, then come back and deliver".



...just have a check or money order ready in the correct amount and await delivery...then supply the cash (or in this case, check or money order)

Oh, one other things. It says to use a COD, the goods must be ordered by the addressee. So if I'm just buying a laptop off of a guy who had it for personal use, is the still a viable option for us? If so, how would I got about doing this?
