Although I'm not as hopeful as the author that the bill won't pass, he does bring up a point which I was wondering about. Would the US government be able to restrict usage of Neteller?

The bill increases the penalty for violation of the law from two to five years. It also broadens the definition of gambling to include new gambling material such as fantasy sports leagues.

WTF?

The state of Maryland already has. Neteller will not do business with you if you have a Maryland address.

Not true. In fact, the bill explicitly excludes fantasy sport leagues from the definition.
