I have searched net and cannot find this.
A free email account that supports pop and SSL.

the web interface does (https://www.gmail.com)

haven't tried POPS...guess I could try it and report back

Clearly shows "requires SSL" in outlook express setup page

gmail's addy while ^^^^^^^^^^^^^^^^^ while checking via a POP3 client (SSL enabled).

SSL confirmed.
