You must have tried to read the new TERMS before agreeing to them. For some reason trying to actually read the TERMS would take you to a new login page. Since they only gave you one opportunity you likely hosed yourself.
Call them.

No I'm not from US so no new policy for me. Anyways problem solved. They asked me my secret question and unblocked it. Still don't know what was wrong.
