Default Upgraded My Graphics Card, Computer Fan Goes Into Overdrive

I just upgraded to graphics card to a ATI Radeon X1600 and when I plug in the power cord my computer fan goes into overdrive. It's as noisy as a vacuum cleaner and sounds like it's about to explode. The computer won't turn on too. The light is on, but the computer is off.

I have a Dell inspiron 8400.

Maybe I accidently unplugged some wires as I was opening the case.

Please help!

Nevermind, it turns out the card wasn't fully in.

Good deal. Sometimes you just have to force them suckers in to make sure they seat properly, lol.

Yeah, I was so scared of snapping that $300 piece of hardware in half. First time I ever installed a card too.
