Sitcoms are filmed on Digital Video as far as I am aware. If you are a good writer, and can find decent actors, you can film your own pilots/TV shows. Then you can play it on the internet. If it is funny enough, it should be able to gain enough attention.
Creating sets might be kind of hard. I am not sure if you can just use a regular apartment. In Friends, there are essentially three main sets.
Anyways, it will obvious be hard, but this might be fun, and it is in my opinion basically the easiest possible way that one can turn $15K into $100,000,000 (best case scenerio, your show turns into Seinfeld and you maintained a percentage of the rights).
