I don't know stack sizes, but there's a flush possible, A-6 or A-7 possible, other than that you're in the lead. The guy won't be check raising you b/c he's so passive, so I'd put $5-$8 out there as a value bet.

If he checks, value bet about half pot, fold to an (improbable if he's a station) raise.
I probably call a bet under half pot, though this might be spewing. |

Raise more PF or don't raise at all. Miniraising is pretty yuck.
Given his passiveness, I vb if he checks and I call a reasonable bet. |
