I'd call. With him just completing the small blind, it makes it less likely he has an A. So, your hand stands a good chance of being good. You also have the nut straight and flush draws.
Then on the turn, I'd shove regardless of what he does. |

SB overbet flop more times then not = he is never folding his hand...push it all in now while you still are in a coin-flip/favored position.
