Players can limp raggy queen hands and then call down because you don't have an ace because you didn't raise preflop.

Or he could decided you're FOS and 3bet bluff you. A lot of things could go wrong with this hand, a few could go right, but you barely win anything when you do get a fold.

what are the worst hands you'll raise w/ against an unknown open completer from the sb?

Well he folded. Note there's actually 3 sb to win here not 2. The chances he has an ace are minimal; naturally a queen won't fold and an 8 will often show down but I have outs too. I will often check an ace here.
