new monitor display issue

hey,

I just bought a viewsonic 20.1" to run off of my hpzv5000 laptop. I got it all hooked up, but on my new monitor I get blips of white lines. It is completely random, and the "snow" blip is very fast. Anyways, it is very frustrating,

Any advice?
