Default LO8 1/2 - Can I call river?

Villain had been playing any 4 in the SB, had hard times folding even 22xx on a A45 board, and capable of firing the river on a missed draw or top pair as well.

Well given that read, you HAVE to at least call the river. Are we talking about whether to call or fold, or whether to call or raise?
