It appears from the official WSOP site that all rebuys are juiced?
I am not sure, but it reads like they withhold the 9% for "the entire prize pool" for all the rebuy events. Is this correct, or am I misunderstanding? Because I thought this went against standard practice for rebuys.

That is correct. Juice is deducted from the entire prize pool.
Hollywood Park Casino in Los Angeles, as well as ParadisePoker.com, take juice out of rebuys as well.
