FT p2p transfer question

i had my Doyle's $$$ transferred to FT, and over the course of the next month proceeded to send + receive several small p2p transfers.

one of my friends who i loaned some money to through FTP then pays me back through epassporte. so i deposit it back to FTP.

now the most recent transfer i tried to make was declined.

the best reason i can come up with is the FT reference to "epassporte users needing 90 days of successful transfer history."

so i can send p2p as long as i dont use epassporte to put any money on? but now i need to wait 90 days from my epass transaction even though all my other p2p transfers went off without a hitch?

is this really how it works?
