This looks a lot like 22/44/56...hell even 7x got there (not sure if he leads this though).

I think it's a fold.

What worse hand is value-betting here? 88/99? He has showdown value, so why wouldn't he just C/C? And what could he possibly be bluffing? Everything got there.

Oh yeah...and did anybody notice that he led into 3 other players?

Yeah I forgot to ask but this seems pretty important. You say he's a TAG, but what kind? Solid/decent/spewy?
