Gotta bet imo. Hard to believe he was slowplaying the flop in a multi way raised pot. The lowest card pairing the board is a great holdem card to value bet hands like 55+. $24 sounds about right too. Basically just do what mdk said.

the 3 is a good card, bet again and get value from 1 pair hands. if he raises, assume you are beat and play accordingly.
edit as played i would call his turn bet and probably bet/fold on the river
